Meščanski dvorec je v prvi polovici 19. stoletja dal zgraditi začetnik znane plemiške rodbine, ki izvira iz Slovenske Bistrice. Iz časa gradnje dvorca je tudi manjši klasicistični paviljon. Ta stoji na koncu dvorcu pripadajočega parka (danes znan kot »Mali park«), ki se razprostira ob Ozki ulici in katerega sprednji del je bil kasneje preurejen v parkirišče. V stavbi je od šestdesetih let 20. stoletja sedež Knjižnice Josipa Vošnjaka Slovenska Bistrica.

The noble townhouse was commissioned in the first half of the 19th century by Markus Pongratz, the founder of a known noble family originating from Slovenska Bistrica. A smaller Classicist pavilion was also built at that time. The pavilion stands at the end of the park (known today as »Mali park«), which belongs to the house and extends far as Ozka ulica; the front end of the part was later turned into a car park. Until the 1960s the building was the seat of the Josip Vošnjak Library, Slovenska Bistrica.
